Hyderabad: The tender controversy of Polavaram – Indira Sagar irrigation project took another twist after the Union Ministry for Foreign Affairs wrote a letter to the state government stating that the experience certificates submitted by EC UES, a partnership company of Transstroy and which stood as L-1 in the third round tenders, as authenticated one.

Highly placed sources said that the state government received the letter from Union Ministry on Foreign Affairs (UMFA) two days back. In the letter, the UMFA said that it enquired all the allegations levelled against EC UES and found no truth in it. It said that the first secretary in Indian Embassy in Russia Ganesh enquired about the complaints against EC UES and uncovered the facts. (మరింత…)

Massive agitation in sight as congress plans autonomous regional council for Telangana

The Congress high command is mulling over the proposal of constituting an autonomous Telangana Regional Council a solution to the contentious Telangana issue in Andhra Pradesh. Having realized that the indecisiveness in taking a decision on the Telangana demand has cost the party heavily in the state, the Congress leadership is understood to be working on the proposal for autonomous regional council for Telangana, on the lines of Darjeeling Gorkha Hill Council, which has recently transformed into Gorkhaland Territorial Administration with considerable autonomy for the local tribes.

An empowered Telangana regional council is part of the sixth option recommended by the Justice BN Srikrishna Committee in December 2010 as the best way forward on the Telangana issue. According to the committee, the regional council would be equipped with adequate funds, functions and functionaries. It would be headed by a legislator with cabinet rank and would provide a legislative consultative mechanism for subjects like planning and economic development, water and irrigation, education, skill development and vocational education, local administration and public health. Jagan Mohan Reddy is worth Rs 16,97,335 crore: TDP

The CBI is likely to take cognisance of a file prepared by the ruling Congress government that reportedly puts assets of Y S Jagan Mohan Reddy far in excess of what has been reported.

The file was prepared after six ministers who also served in the YSR Cabinet came under CBI scrutiny for alleged role in alloting land and mining leases and granting favours to companies preferred by Jagan.

The file has found its way into offices of opposition parties, including the TDP, and the latter claims that the case made out by the CBI in its three charge-sheets so far against Jagan and his aides is just the tip of the iceberg.

According to the TDP, the YSR Congress chief owns 94,038 acres of land, valued at Rs 33,935 crore, and possesses mining leases for over 1,81,079 acres of land with a total turnover of Rs 16,63,400 crore.

Some claims in the file

Jagan is the actual owner of 822 acres of limestone mines allotted to Penna Cements. The reported turnover: Rs 3,600 crore.

Jagan owns 250 acres worth Rs 500 crore in the name of Tanla Solutions in Ranga Reddy district.

Owns 750 acres in Indu, Stargage, Brahmani SEZ worth Rs 1,500 crore; and 595 acres in Nadargul in Ranga Reddy district worth Rs 1,800 crore.

Owns 800 acres of limestone mines in Kurnool through Penna Cements worth Rs 3,000 crore.

About 329 acres of land allotted to OMC and Anantapur Mining Company owned by Gali Janardhana Reddy are owned by Jagan and the land is valued at Rs 10,000 crore.

Industrialist Indu Syam Prasad Reddy, an associate of Jagan, was allotted 8,844 acres to set up the Lepakshi Knowledge Hub at Anantapur and the land is valued at Rs 1,000 crore. (మరింత…)

ADILABAD/ NIZAMABAD: Chief Minister N Kiran Kumar Reddy has called upon the people in Adilabad to vote for the Congress if they wanted to have development in their constituency. He was addressing a public meeting in Adilabad, as part of campaigning for party candidate C Ramachandra Reddy who is contesting the bypolls.

Launching a tirade against the TDP president, he said that farmers, BPL families and minorities suffered a lot due to ‘misgoverance’ by Chandrababu Naidu.

He listed out various development programmes taken up under the Congress like the `1-a-kg, interest free loans to women groups, loans to farmers, pensions to the poor, physically handicapped and others. Under the NREGS, an amount of Rs 9.70 crore was released and works worth Rs 1.14 crore were provided to people in the district during the last five years, the chief minister said. Jagan companies got Rs 850 crore from YSR gift of 20,000 acres to private firms

HYDERABAD: Laying bare the quid pro quo arrangement that allegedly took place in the Jagan assets case, the CBI on Monday told the special court that the YS Rajasekhara Reddy regime gifted away over 20,000 acres of government land to private companies and individuals who in turn invested about Rs 850 crore in the companies that were floated by the late chief minister’s son Jaganmohan Reddy

The investigation agency made this startling disclosure while opposing the bail petition of V Vijay Sai Reddy, financial advisor to various firms of Jagan and an accused in the assets case, when the matter came up for hearing on Monday. B Ravindranath, deputy legal advisor of the probe agency said, in all, the YSR regime gave away 20,000 acres of government land across the state to private firms and individuals who, as part of the quid pro quo arrangement, invested Rs 850 crore in the Jagan companies. “All these land allotments were made bypassing rules. The land is now being misused contrary to the condition and purpose of their allotments,” the CBI counsel said. It was Vijay Sai Reddy who played a crucial role in channelizing all the funds that came from the beneficiaries of these allotments. He is not merely a financial auditor, but the key conspirator in such dealings, the counsel said. (మరింత…)

Jagan cosying up to TRS, may threaten Congress

HYDERABAD – What had been a mere speculation in the political circles in the past few months is coming true. The Telangana Rashtra Samithi (TRS), which had violently opposed YSR Congress party President Y S Jaganmohan Reddy’s tour of Telangana last year, is now gearing up to welcome him in mid-January when he is expected to undertake a tour of the region.

This politically-strategic move, political observers believe, is the first step towards establishing an electoral tie-up between the two parties ahead of the 2014 elections. An alliance between TRS and YSR Congress could prove to be a lethal combination since it is widely believed that Jagan had eroded the political bases of both the Congress and Telugu Desam Party (TDP) in coastal Andhra and Rayalaseema regions while TRS, being a party fighting for the separate Telangana statehood cause, would expectedly do well in the region. TRS leaders argue that they had not opposed the ongoing trip of TDP President N Chandrababu Naidu in Telangana in deference to the democratic spirit. Hence, there is no reason why the party should oppose Jagan’s tour either, they contend. The fact is that the separatist party would be seen in poor light if they oppose Naidu’s tour and then remain silent when Jagan undertakes his tour.

TRS Floor Leader in the Legislative Assembly E Rajender justified his party’s decision stating that it had decided to respect the democratic spirit as far as the other parties are concerned. “We are in a democratic polity and every party has the right to carry out its programmes, and hence, TRS has not given any call to oppose Naidu’s tours in Telangana,” he said.

Interestingly, TRS does not view Jagan as an enemy now despite the fact that the Kadapa MP had displayed a placard in Lok Sabha advocating united Andhra. It is also a known fact that Jagan does have a fair share of supporters in Telangana region too, particularly the youth. (మరింత…)

Hyderabad: TRS MLA K Tarakarama Rao on Monday announced that he would commit suicide in full public view if someone proves that his party or leaders got benefited from the Polavaram Project tenders.

Speaking at the Assembly media point, Rao challenged TDP president N Chandrababu Naidu to prove the allegations that he levelled against the TRS leaders on the floor of the House during discussions on No Confidence Motion.

He said was ready for any inquiry into the awarding of Polavaram tenders. “If the inquiry report indicts TRS, I will hang myself to death,” he said. (మరింత…)

Reddy-Kamma rivalry has defined politics in Andhra Pradesh in both the Congress Party and the Telugu Desam Party. The two communities used a pliant Telangana vote bank in their battles, but this option is now no longer available to them. Should that come in the way of the formation of a state of Telangana?

Take Andhra: there are only two major communities spread over the linguistic area. They are either Reddis or the Kammas. They hold all the land, all the offices, and all the business.

Caste is an important factor in the political history of Andhra Pradesh and remains critical for political mobilisation. Most scholars have pointed out the hegemony of the Reddy and Kamma castes.

The Reddys and Kammas continue to hold economic and political power and are likely to continue to play an influential role in future decisions regarding the state.

Caste and Party Politics

A Reddy-Kamma alliance with the Reddys playing a dominant role has become the leitmotif of the Andhra Pradesh (AP) Congress. This control is based partly on numerical strength, dominant status in villages and economic power. As for numerical strength:

…the regional distribution of upper castes varies with Coastal Andhra having the highest proportion at 32%, followed by Rayalaseema at 24% and Telangana having the smallest proportion at only 11% (SKC Report: 380).

Of the 11 cabinets formed from 1956 to 1980, the Reddy contingent supplied an average of 26% of the total with the brahmins (7%), Kammas (8%) and Kapus and Other Backward Classes (OBCs) (28%). This was in line with the general dominance of the Reddy community in the seven assemblies (with an average strength of 294 seats) during the period 1957 to 1985, when they had an average of 25% of the seats with brahmins getting 9%, Kammas 14% and backward castes 17%. While all this was going on, during the same period there was a total collapse of brahmin presence in the seven assemblies (from 23 to 11 MLAs) as well as in the same 11 cabinets (from 23% to 6%) (Reddy 1989: 305-06).

However, it is an odd but incontestable fact that a Kamma has never been a Congress chief minister. This is significant in that the Kamma community from 1953 until 1983 had almost totally supported the Congress Party with votes, funds and media support. That was to change with the advent of the Telugu Desam Party (TDP), which, in its turn, has had only Kamma chief ministers till date! While the Congress has some Kamma support and the TDP Reddy support, they largely reflect the interests of the dominant castes that control their fortunes. However, as Carolyn Elliott (1970) comments, these Reddy-Kamma equations are unstable and tend to fall apart. (మరింత…)

T-stir fails to brew with Anna’s entry

As Anna Hazare’s mass agitation picks up across the state, including the Telangana region, the separate state demand has been pushed into the background.

Many T-leaders, particularly from the Telugu Desam, are pitching for Hazare and have put the T-issue on the back burner. In fact all Opposition parties — the TD, CPI, CPM, Forward Block, and BJP — have jumped on the Anna bandwagon seeing how it has captured the public mood.

Mr Jogu Ramanna, the rebel TD member, who who has been in the forefront of the T-agitation, is seen these days sporting the newly popular Gandhi topi and participating in dharnas in Adilabad district in support of Anna Hazare. The TD’s T. Devender Goud and the CPI’s Narayana, who sat in dharnas for Telangana, were seen together at an all-party dharna in support of Hazare. (మరింత…)
