AP, TS to share Rs. 8,000 cr. of inherited debt

M L Melly Maitreyi, The Hindu, December 1, 2015

Sources said the remaining debt of Rs.10,000 crore raised by the united State under externally aided projects would also be distributed soon between the two successor States.

Some of these loans were raised to fund projects like Hyderabad’s Outer Ring Road, Hussain Sagar clean-up and the Krishnapatnam power project.

While there is no dispute that such debts will be assigned to the State in which the particular project is located, other borrowings are rather more ticklish, such as those for development, welfare, irrigation, roads, rural water supply and poverty alleviation.

These would have to be apportioned on the basis of the population ratio. (మరింత…)

Struggle bears fruit, Telangana is reality
J B S Umanadh, December 29, 2014, DHN

The year 2014 saw the birth of 29th state of India created by dividing the first linguistic state of Andhra Pradesh into Andhra Pradesh and Telangana. The decade long struggle of the people of Telangana under the Telangana Rashtra Samithi (TRS) banner finally succeeded and the state was born on June 2.

In the general elections that followed the passage of the AP Reorganisation Bill, 2014, two regional parties, TRS and Telugu Desam Party (TDP) wiped out Congress and secured power in both the states. The angry voters of the residual AP state ensured all Congress candidates were defeated and Y S Jaganmohan Reddy’s YSRC party had to sit in the Opposition.

The acrimony between Telugu speaking people which was portrayed by the former Vijayawada MP Lagadapati Rajagopal’s pepper spray act in the Parliament continued throughout the year even after division of the state. Both the Chief Ministers won’t see eye to eye on several issues, including the division of assets, and liabilities, employees, water, revenue and power. (మరింత…)

TDP-BJP has the edge, but all Telugu parties will need Delhi after polls
R Jagannathan, Firstpost, April 7, 2014

Will Andhra Pradesh play a crucial role in the next Lok Sabha, as it did in 2004 and 2009? In 2004, the Congress victory in undivided Andhra brought it to power in Delhi. In 2009, when it repeated this feat, it consolidated its power. Andhra Pradesh contributed the largest chunk to the Congress.

This time, the Congress has had to divide the state in order to win at least a few seats in Telangana, but the game is now wide open, thanks to the BJP-Telugu Desam tieup. (మరింత…)

Elections 2014: Hung House likely in Telangana state
DC Correspondent, April 06, 2014

Hyderabad: TRS’ announcement on Friday about going alone in the ensuing Assembly elections in Telangana to take on the Congress and TDP-BJP combine, might lead to a hung House in the new state.

In the 119-seat Telangana Assembly, the majority mark for a party or combine to form the next government would be 60.With the TRS giving a firm “no” to an alliance with the Congress, it is now certain that there will be a triangular contest in majority of the 119 Assembly segments in Telangana.

The 2009, delimitation of Assembly constituencies across the Telangana region have ensured that the Majlis party is comfortably placed in at least nine segments regardless of its political opponents. This means there will be tough fights for the remaining 110 segments between the three principle parties. (మరింత…)

Telengana Rashtriya Samiti is aiming for chief minister’s post: KCR
DC Correspondent, April 05, 2014

Hyderabad: Telangana Rashtra Samiti president K. Chandrasekhar Rao, who released the party election manifesto for 2014 Assembly and Lok Sabha polls on Friday, asserted that the party was eyeing the chief minister’s chair.

The TRS also announced the first list of the party’s Assembly candidates and ruled out alliances and asserted that the party will go it alone in the 2014 Assembly and Lok Sabha elections.

Referring to Telangana Pradesh Congress Committee president Ponnala Lakshmaiah’s maiah’s remark that the TRS had ignored an alliance with the Congress for the CM’s post, Mr Chandrasekhar Rao surprised everyone by saying that the party indeed was aiming for the chief minister’s post. (మరింత…)

Social re-engineering blues haunt Telangana!
Syed Amin Jafri, Times of India, 17 March 2014

Soon after delivering Telangana state, the Congress high command has taken up ‘social re-engineering’ in the ensuing Lok Sabha and Assembly elections in the newly-formed state. A similar experiment is on cards in the residuary state of Andhra Pradesh. Though Telangana will come into being formally on June 2, the Congress has completed the formality of bifurcating the Pradesh Congress Committee by naming PCC presidents for Telangana and residuary AP. Both the appointees, who are former ministers with long legislative careers, hail from the backward classes. If Sonia Gandhi was the moving spirit behind the formation of Telangana state, the architect of social re-engineering experiment in the PCCs is Rahul Gandhi. (మరింత…)

Pranab wary, ordinance for Seemandhra as good as dead?

Aloke Tikku & Aurangzeb Naqshbandi, Hindustan Times, New Delhi, March 08, 2014

The anti-corruption ordinances backed by Rahul Gandhi may not be the only ones to be spiked by the government. The ordinance on a special package for Seemandhra — which was approved by cabinet, unlike the graft laws — seems headed the same way.

The government appears to have developed cold feet on the proposed law that seeks to tweak Telangana’s boundary ever since an emissary to Rashtrapati Bhavan on Monday returned with the clear message that President Pranab Mukherjee wasn’t going to play ball.

A senior government functionary confirmed to HT that the cabinet-approved ordinance was as good as dead, but was quick to add that it may already have served its political objective. (మరింత…)
