Odisha opposes AP irrigation plan at meet
Saturday, 29 December 2012 PNS | Bhubaneswar
The State Government strongly opposed the ongoing controversial multipurpose Polavaram Irrigation Project of Andhra Pradesh at the 6th meeting of the National Water Resources Council held at New Delhi on Friday and accused the Centre of evading its responsibility in resolving the inter-State river dispute and forcing the State to seek recourse in legal remedies.
The Government urged the Centre at the meeting held under the Chairmanship of Prime Minister Manmohan Singh to constitute a task force to examine the problems of flood, drainage congestion and coastal erosion of the State, besides demanding formulation of a comprehensive scheme to look at development of water resources in eastern region, including Odisha in a holistic manner. Polavaram: Transstroy complains against other bidders
Special Correspondent, The Hindu, December 28, 2012
Transstroy consortium, the L1 bidder for the Polavaram project has complained to the Engineer-in-Chief that two other bidders, Soma CGGC joint venture and Madhucon Sino Hydro, submitted work experience certificates pertaining to the same project, executed in China.
Transstroy, along with its Russian-based JV JSC UES, has been under scanner of the high power committee over allegations that its work experience certificates were not authenticated by the competent authorities for the projects executed by them in Russia.
However, Transstroy disputed the allegation and showed again its work experience for the projects executed in Russia. It also submitted a certificate issued by a Russian government undertaking. (మరింత…)

Telangana writers, cultural groups boycott World Telugu Conference
IANS, Hyderabad December 27, 2012
Telugu literary figures and cultural organisations from Telangana in Andhra Pradesh boycotted the fourth World Telugu Conference, which got underway at Tirupati on Thursday.
Poets, writers, artists, academicians and other noted personalities from the Telangana region stayed away from the three-day event, terming it as an attempt to suppress the movement for a separate Telangana state.
Led by eminent academician and member of state legislative council Chukka Ramaiah, a group of writers, artists and journalists under the banner of Telangana Rachayithala Vedika (TRV) staged a protest at Gun Park near the state assembly here. (మరింత…)

2012 saw Telangana issue losing its steam
PTI Dec 27, 2012
HYDERABAD: 2012 was more or less free from any major political turmoil unlike previous years in Andhra Pradesh which saw the vexatious Telangana statehood issue somewhat losing its steam.
The year also saw 21-month-old YSR Congress establishing itself as a formidable political force in the state, challenging both ruling Congress and principal Opposition Telugu Desam Party. Telangana protagonists achieved little success as the government seemed to be in no mood to take a call on the statehood demand though it convened an all-party meeting towards the end of the year.
The year, however, was an annus horribilis for ruling Congress as its fortunes continued to dip due to a variety of reasons. Chief Minister N Kiran Kumar Reddy completed yet another year in office but somewhat failed to ensure cohesion in his Cabinet with his colleagues pulling it in different directions.
A Cabinet minister was arrested by CBI in a corruption scandal and lost his job. Another minister is set to meet the same fate as he has been named in the CBI charge sheet in the same scandal. (మరింత…)

Bodos warn of agitation ahead of Telangana statehood meet
IANS, Fri, 21 Dec 2012
Rowta (Assam), Dec 21 (IANS) Ahead of the union government’s all-party meeting Dec 28 to discuss Telangana, a powerful Bodos union in Assam Friday said they would not “tolerate” any isolated decision on the statehood issue.
The All Bodo Students Union (ABSU) asked the government to take an “inclusive decision” to consider demands of other statehood committees too and threatened to agitate if the demand for a separate state for Bodos was not considered along with Telangana.
“Home Minister Sushilkumar Shinde has convened an important meeting to discuss Telangana. However, Shinde is not the home minister of Andhra Pradesh but of the entire country. So, we appeal to him to consider the issue of statehood demand of Bodos too. If Telangana can be considered for a separate state, why can’t Bodos of Assam get a separate state to secure their identity,” union president Promod Boro said at a massive rally in Rowta in Udalguri district. Clear the air on Telangana, Naidu tells Congress
Staff Reporter, The Hindu, December 21, 2012
Murugupalli, Karimnagar district
TDP is not against separate State, he reiterates
Undeterred by the protests from the Telangana protagonists, including the TRS and BJP activists, TDP president N. Chandrababu Naidu has reiterated that the TDP was not against separate Telangana State, and added that it was for the Congress party to take a decision on the issue.
“If I go one side (Telangana), it will create problem for the TDP in other regions (Seemandhra). I want to protect the party on two sides for the future generation and protect the State from the Congress landlords and feudalism”, he pointed out. He also alleged that the Congress party was planning to weaken the TDP on the issue.
Reacting to a query raised by a government teacher during an interactive session at a huge public meeting organised in Murugupalli village of Gangadhara mandal as part of his “Vasthunna Meekosam” padayatra, which entered sixth day in Karimnagar district on Thursday, the TDP president said that “the Congress party, which is in power should take a decision on separate Telangana statehood issue by convening an all-party meeting”. He said that he would not hurt the sentiments of Telangana people, amid cheers from the gathering. (మరింత…)

Polavaram bid under a cloud
By Express News Service – HYDERABAD, 8TH December 2012
The Polavaram project contract was back to square Friday with the Ministry of External Affairs (MEA) reportedly informing the state’s Irrigation Department that the Russian company UES – part of the contract-winning consortium led by Transstroy — had submitted fake documents.
Though there was no official confirmation, the MEA observation would mean that the company would be blacklisted.
It may be recalled that after bidders Soma CGG and SEW had quoted high figures for the Rs 4,000 crore Polavaram head works, the state government opened the technical bid of the remaining four companies that had participated in the bidding. As the UES-Transstroy joint venture quoted the lesser rate, the state government almost finalised the tenders for the JV. However, a high-power committee headed by chief secretary Minnie Mathew and irrigation officials developed misgivings about the veracity of the documents submitted by UES-Transstroy and referred the matter to MEA. All-party meeting a political farce, says Telangana Rashtra Samithi
TNN, Dec 6, 2012
HYDERABAD: Terming the UPA government’s move to convene an all-party meeting on Telangana as a political farce, the Telangana Rashtra Samithi (TRS) and BJP as well as the YSR Congress on Wednesday demanded the introduction of a bill on the formation of the separate state in Parliament.
“Anyone can understand that calling for an all-party meeting at this juncture is an ad hoc step taken by the Centre just to avert the crisis emerging ahead of the government facing voting in the Lok Sabha on the FDI issue. We demand that the government move a bill on Telangana in Parliament as there has been enough discussion on the issue. There is no necessity for an all-party meeting at this juncture,” said Etala Rajender, TRS floor leader in the assembly.
Expressing a similar view, the BJP said the UPA government must move the bill on Telangana in Parliament as calling an all-party meeting was a misleading and time – buying tactic. “If the Congress is earnest on Telangana, the Centre must move the bill in Parliament. When all the stakeholders including the political parties have already made clear their stand on Telangana, the BJP feels there is no necessity for an all-party meeting,” said G Kishan Reddy, state BJP president. CPI state secretary Narayana said his party would take part in the all-party meeting, but he urged the Congress to come clear on Telangana before the meeting. (మరింత…)
