Andhra Pradesh Bifurcation – AP House adjourned as Telangana stalemate continues
PTI, December 19, 2013

The Andhra Pradesh Legislative Assembly was on Thursday abruptly adjourned till January 3 without even initiating the crucial debate on draft A.P. Re-organisation Bill 2013 that provides for the creation of a new state of Telangana.

With no end in sight to the stalemate that the House was pushed into in the last four days, Speaker Nadendla Manohar adjourned the Assembly on Thursday afternoon, much to the chagrin of Telangana members who insisted on a debate on the draft Bill.

The Speaker announced a fresh schedule for the Assembly session that will be held from January 3-23 in two phases – from January 3-10 and January 16-23 – and a circular to this effect was issued to the members.

Seemandhra Union Ministers toe high command’s line
Special Correspondent, The Hindu, Hyderabad October 17, 2013

Union Ministers from the Seemandhra region have fallen hook, line and sinker for their party high command’s bait and dropped their plans to resign. They, instead, are focusing their attention on bargaining for a better deal for the residuary State of Andhra Pradesh.

One after the other, the Union Ministers are singing the high command’s tune and putting on the back burner their fight against the division of the State. Their statements in the last couple of days explain their helplessness in fighting against the high command decision on division. As against their aggressive posture earlier, they now appear in a conciliatory mood as the Centre has constituted Group of Ministers to address the issues that need resolution. (మరింత…)

BJP may have separate Telangana, Seemandhra units
BV Shiva Shankar TNN Oct 17, 2013

HYDERABAD: The Congress led UPA government might be going slow on the division of the state, but the opposition BJP appears to have made up its mind. Even before the state is formally divided, the BJP has decided to divide its AP unit into two. While the Telangana unit headed by a president will focus on the speeding up of the bifurcation process, the Seemandhra unit also headed by a president will champion the concerns and issue of the other two regions. In apolitically significant closed door meeting held on Wednesday, BJP national joint organizational secretary V Satish took the views of the local leaders who are understood to have urged the national leadership to spell out unambiguous poll plans for the two regions. Majority of them felt that a separate BJP unit for Seemandhra would help at a time when various options including an alliance with the Telugu Desam Party (TDP) are being explored.

At the same time, Telangana leaders of the BJP core committee too felt that they can espouse the separate state cause better if the Seemandhra arm is de-linked from them. “The priorities of the two regions of Telangana and Seemandhra have become completely different in the wake of the proposed bifurcation of the state. There is no point in trying to address them with a single party set-up. Many in the party are of the opinion that two independent units would do better justice,” said N Ramachandra Rao, a BJP spokesperson. (మరింత…)

New Telangana party strategy?
Inkeshaf Ahmed, September 19, 2013 Postnoon

The Congress game plan is calculated to stun its rivals. It seems plausible to come up with an enough number from AP to make Rahul Gandhi PM, if the new strategy is put in operation.

Hyderabad: Ever wondered why the Congress is not worried at the anger being levelled against it by the Seemandhra? It is a gameplan that is aimed at coming up with enough numbers in favour of Rahul Gandhi.

While grim is the forecast for the Congress prospects in Seemandhra party leaders take a different view. They say the anger against the party in Seemandhra for creating Telangna would only do it good as the party hopes to sweep the Telangana region in the next general elections, pushing out the T champion the TRS.

The number game goes like this. Seemandhra (Rayala-Andhra) together has 25 Lok Sabha seats and Telangana has 17. If the party is seen as pro-T and gets the credit for it, it hopes to come up with at least 15 seats. (మరింత…)

Creation of a new state holds many opportunities for Telangana and Seemandhra

C H Hanumantha Rao, August 2, 2013, The Economic Times

The decision of the UPA and the Congress Working Committee to accede to the long-standing demand for a separate Telangana state from Andhra Pradesh ends uncertainty holding up development and opens up opportunities for harmonious and inclusive development of both states.

But it is necessary to avoid short-term and sectarian considerations while drawing up their boundaries to exploit the long-term opportunities for development provided by the need for building the new capital of Andhra Pradesh.

The idea of including two districts of Rayalaseema, Kurnool and Anantapur in Telangana is apparently kept open, however slender may be the chances for such a proposal. Like Telangana, Rayalaseema acquired a distinct regional identity of its own because of agro-climatic, historical and political factors. Therefore, any attempt to divide it is bound to meet stiff resistance from the people of Rayalaseema. (మరింత…)

Its predictions going wrong, TRS decides to revive stir

Express News Service, Hyderabad, 28 August 2012

The TRS leadership, which has been claiming that it has received signals of a favourable decision on the separate Telangana issue from the Centre and an announcement will be made in just a couple of months, has now come to the opinion that the Congress led UPA government at the Centre might defer a decision till the 2014 general election.

Though Telangana leaders of the Congress are time and again saying that their high command will take a final call on the issue soon, the TRS leadership has come to think otherwise.

After closely watching the developments in Delhi, the pink party leadership has formed an opinion that the UPA government is not in a position to deliver on its promise.

According to the TRS leadership, if the Centre wants to make any announcement on Telangana, it will do so only just before the 2014 elections. (మరింత…)

TJAC to support TRS in Parkal
Express News Service, May 31, 2012

HYDERABAD: The TJAC has decided to support TRS in the Parkal byelection. Though the BJP, its constituent is also in fray, the TJAC’s support will not be available for the saffron party since its winning chances are not very bright. TJAC was of the view that BJP did not have enough strength to defeat Seemandhra forces in Parkal byelection.

It may be noted that TJAC constituents – TRS and BJP – fought Mahbubnagar byelection and the local leaders of the TJAC supported the BJP which won the seat. After the election, TRS and TJAC faced serious criticism from Muslims that they indirectly helped communal forces to gain their foothold in Telangana region. (మరింత…)

T-resolution moved in RS
May 5,2012 Deccan Chronicle, New Delhi

Strongly supporting the creation of a Telangana state, senior BJP leader Prakash Javadekar on Friday took on the Congress for “betraying” the people of the region by going back on its promise.

Moving a private member’s resolution for creation of a separate Telangana state, Mr Javadekar stated that both Telangana and Seemandhra regions could co-exist peacefully and prosper.

“We are providing a blank cheque. Let the government bring the resolution, we will pass it,” Mr Javadekar said while speaking on his resolution.

Mr Javadekar said even home minister P. Chidambaram, in December 2009, had said the process of formation of the state “has begun” but two-and-a- half-years had passed since then. (మరింత…)

Political Empowerment of Telangana – Key Lesson from Encouraging Performance of Smaller States

C.H. Hanumantha Rao

1. Introduction

Achieving economic growth with social justice has always been the foremost objective of economic planning in India since independence. Although the achievements in this respect have been substantial, the growth achieved was much slower than planned and reduction of poverty was also slow. It was after the launching of economic reforms in the early 1990s that the growth rate of the economy accelerated, but the reduction of poverty became even slower with rising inequalities in income. In view of this, the plan strategy was reviewed and the Eleventh Five Year Plan aimed at achieving faster and inclusive growth. In the last few years, however, issues like the degradation of environment and large-scale displacement of people and destruction of their livelihoods, especially in tribal areas, on account of indiscriminate mining and certain other projects have come into sharp focus. Responding to these growing concerns, the Government of India has recently come out with the three-fold strategy of faster, inclusive and sustainable development during the Twelfth Five Year Plan.
