Telangana Bill gets a BAC up

Hyderabad: The Business Advisory Committee of the state Assembly was able to conduct its business peacefully and without too many heated arguments on Tuesday thanks to the direct support of Chief Minister N. Kiran Kumar Reddy, who attended the meeting, and the indirect support of Leader of the Opposition N. Chandrababu Naidu, who did not attend the meeting.

The BAC, which sets the schedule to be followed in the Assembly, decided to complete the discussion on the Telangana Bill in three phases. In the first phase, the discussions will be held from December 18 to 20. The second phase will start from January 3, 2014, and the third phase will start from January 16 and be completed by January 23, the deadline given by President Pranab Mukherjee.

The BAC meeting was held under the chairmanship of Assembly Speaker Nadendla Manohar. In the BAC meeting, Kiran Kumar Reddy and finance minister Anam Ramnarayana Reddy proposed that the Assembly be adjourned after the discussion on the Telangana draft Bill starts on Wednesday, and reassemble on January 2 to take up discussion on the Bill.

However, Deputy CM Damodar Raja Narasimha and legislative affairs minister D. Sridhar Babu opposed this proposal and demanded that the Assembly session be extended till December 20 to discuss the Bill. (మరింత…)

Governor for hastening Telangana process

New Delhi/ Hyderabad: Governor ESL Narasimhan, who has been in Delhi for the last two days, has reportedly pressed for the early completion of the Telangana process in his meetings with Congress president Sonia Gandhi and other Union ministers.

Narasimhan met Sonia on Friday, the second time in the past two days, in the backdrop of CM N Kiran Kumar Reddy planning to quit the party and launch a political party for Samaikyandhra.

The purpose of summoning the governor to Delhi is to get clarifications on the preparedness of the police at the time of introduction of the bill in Parliament and subsequent Presidential assent. The Centre also is said to have sought clarification from the governor whether the division would unleash any violence in Rayalaseema and coastal region and encourage the Maoist elements in the state. Will Telangana push Kiran Reddy into ditching Cong for new party?

As a former cricketer who captained the Hyderabad Under-22 team, Andhra Pradesh Chief Minister N Kiran Kumar Reddy firmly believes that the game is not over till the last ball is bowled. For this 53-year-old sportsman-turned-politician, the Telangana game is far from over.

But, with the UPA government remaining firm on its decision to create a Telangana state despite mass agitations, does he have too many options? Will the battle-scarred chief minister, lacking in political acumen and mass support base, really take the plunge and float a new regional party as is being speculated in political circles? These are some of the questions doing the rounds in the state about to go under the Centre’s knife.

A quick scan of Kiran Reddy’s political journey since 1989 when he was first elected to the assembly does look impressive at first glance, but in reality there is nothing even vaguely exciting about the four-time legislator. Yes, he did hold a couple of important positions, including that of government chief whip and assembly speaker, before he was catapulted to the hot seat in 2010 by the Congress high command, but that hardly says much about him as a leader. Creation of Telangana: Details emerge, Hyderabad to be a Union territory

HYDERABAD: Hyderabad is likely to be a Union territory for five years and will act as joint capital of the two states to be created out of the bifurcation of the present Andhra Pradesh.

The Union territory will be administered by a lieutenant governor. The governor of the Telangana state will be the ex-officio lieutenant governor of Hyderabad in these five years. A proposal to this effect is going to be put up to the Union cabinet before August 5.

The cabinet will meet after the Congress working committee and the UPA steering group approves a proposal to bifurcate Andhra Pradesh. Highly placed sources privy to the proposals told TOI that the cabinet will also take a final call on whether to create Telangana or a Rayala-Telangana state. The former will consist of the ten districts of Telangana and the latter proposal envisages the addition of two Rayalaseema districts — Anantapur and Kurnool to the proposed Telangana state. Interestingly, the Andhra part of the bifurcated state will be called Andhra Pradesh.

Sources told TOI that Congress party bosses are hopeful of completing this process within a week because Parliament convenes for the monsoon session on August 6. A bill might be presented in this session itself. Meanwhile, with Kiran Kumar Reddy having already resigned, a new chief minister for integrated Andhra Pradesh to oversee the process of bifurcation will be appointed. In all likelihood the new incumbent will belong to Telangana. However with intelligence reports suggesting that there will be major trouble in the Seemandhra region in the wake of the announcement, it seems inevitable that President’s rule will be clamped in the state till the process of bifurcation is complete. Much of the trouble is expected to be fomented by interested parties although spontaneous outpourings are not unexpected. (మరింత…)

“For God’s sake, don’t divide Andhra Pradesh”, the Congress could do better in the 2014 Lok Sabha and AP Legislative Assembly polls even without giving Telangana, Chief Minister N. Kiran Kumar Reddy is said to have told the party leadership here while reiterating his stance for maintaining a united AP at any cost.

He even quoted the reports of “The Hindu-CNN-IBN Election Tracker Survey 2013” relating to AP to buttress his argument that the poll prospects of the party would not come down even if the separate State was not carved out. ‘Elections, collections’ is only agenda of TRS: Kiran

Chief Minister N. Kiran Kumar Reddy on Thursday alleged that the Telangana Rashtra Samiti (TRS) had no agenda other than ‘elections and collections’.

Addressing an impressive election meeting here, he faulted TRS chief K. Chandrasekhar Rao for not quitting his post when his party legislators tendered resignations.

Continuing his attack on Mr. Rao, Mr. Reddy said in the 2004 general elections, the latter forged an alliance with the Congress and won the Karimnagar Lok Sabha seat only to resign and get re-elected with a margin of two lakh. In the subsequent by-election in 2008, he won by a mere 15,000 votes. Fearing defeat, he shifted to Mahabubnagar in alliance with the TDP and won it. (మరింత…)

Then they came for the trade unionists and I did not speak out, because I was not a trade unionist. Then they came for me, and there was no one left to speak out for me”.

This was the confession of a German pastor Niemoeler who was taken away by the Nazis during the Second World War. The decision of the State government on Tuesday to order detention of Cheruku Sudhakar for 12 months in jail under the National Security Act (NSA) reminded me of the pastor’s plight as quoted by noted journalist and diplomat Kuldip Nayar in his book ‘Judgment’ which was written after he came out of prison as the Emergency was lifted in 1977.

Dr Cheruku Sudhakar was with PDSU when he was a student. I was not with that organization as a student. He worked for Janashakti group of Chandra Pullareddy. I don’t subscribe to the ideology of that party. Far from it. He differed with CP group on caste question and joined Veeranna group of Telangana Mahasabha. (మరింత…)
