No going back on Telangana: Digvijaya Singh

New Delhi/Hyderabad, Sep 28 — A day after the Andhra Pradesh Chief Minister urged the Congress leadership to take back the decision to bifurcate the state, party general secretary Digvijaya Singh Saturday said there was no question of a rollback.

He told reporters in New Delhi that the Congress Working Committee (CWC) took a decision after consultations with all and after near-unanimity among all political parties.

Digvijaya Singh is also in charge of Congress affairs in Andhra Pradesh.

“Before the CWC took the decision, all senior leaders from Telangana and Seemandhra unanimously said they would abide by the decision of the high command,” Digvijaya Singh said. (మరింత…)

Telangana row: Congress leaders adopt 3 resolutions, seek CM’s resignation

Hyderabad: Defiant Congress leaders from Andhra and Rayalaseema regions ignored the party high command’s directive to withdraw their resignations and upped their ante on Saturday night by adopting three resolutions, one of which demanded reconsideration of Telangana decision and asking Chief Minister N Kiran Kumar Reddy to quit.

About 90 Congress ministers, MLCs and MLAs had an over five-and-a-half hour meeting with the Chief Minister and PCC chief Botsa Satyanarayana this evening.

Among other two resolutions adopted is putting on hold the bifurcation process until a high-level committee headed by Union Minister AK Antony submitted its report on the modalities related to the division.

In the third resolution, the Congress leaders took strong objection to the manner in which the party’s Central Working Committee took the decision to divide the state without any road map.

“All legislators, including the Chief Minister and the PCC president, were signatories to the resolutions,” senior MLA Anam Vivekananda Reddy told reporters at the end of the meeting.

Initially, a one-line resolution was adopted at the meeting demanding that the state be kept united. (మరింత…)

Cong puts Telangana on fast track, final decision awaited

The Congress has put the contentious Telangana statehood on the fast track, with all available indications so far suggesting that the top leadership is in favour of creating a separate state.

The final decision, however, on carving out Telangana from Andhra Pradesh, is awaited.

“The consultation process is over. Now await the decision of the party as well as the (Congress-led) UPA government,” Congress general secretary in-charge of Andhra Pradesh Digvijaya Singh said after a meeting of the party’s core group on Friday.

The final call will now be taken by the Congress Working Committee (CWC), the party’s highest decision making body. Though the date for the CWC meeting is yet to be fixed, it is widely expected to be held before the commencement of the monsoon session of Parliament on August 5 (మరింత…)

Odisha to raise Polavaram issue at NWRC meet

Opposing the multi-purpose Polavaram project in neighbouring Andhra Pradesh, Odisha government today said it would raise the issue at the National Water Resources Council (NWRC) meeting slated to be held in Delhi on October 30.

“We will take up Polavaram issue at the meeting convened by the prime minister,” Chief Minister Naveen Patnaik said before leaving on a six-day visit to New Delhi.

Stating that Prime Minister Manmohan Singh has convened a meeting of chief ministers of various states, Patnaik said he would attend the convention and put forth issues relating to the state.

Transstroy to implement Polavaram project

The consortium of Transstroy-JSC EC UES has finally been selected as the contractor to build the three main components of the Rs. 16,100-crore Polavaram project — rock-fill-cum-earthen dam, spillway and penstocks for 960-MW powerhouse planned as part of the project.

The selection has been made by the State Level Standing Committee (SLSC) headed by C. Muralidhar, engineer-in-chief, Irrigation, and reportedly approved by the High Level Committee which has Chief Secretary (Minnie Mathews) as its chairperson. The SLSC has other engineers-in-chief, the director, Finance, and the chief engineer, Central Designs Organisation, as members. Subject to final approval of the selection by Chief Minister N. Kiran Kumar Reddy, Transstroy consortium will be awarded the contract for the works. Transstroy-JSC EC UES quoted a price of Rs. 4,054 crore which was 14 per cent less than the IBM (internal bench mark) value fixed by the government at Rs. 4,717 crore. (మరింత…)

SC rejects Orissa plea seeking stay on Polavaram dam construction

New Delhi: In a setback to the Orissa government, the Supreme Court (SC) on Monday rejected its plea to stay construction of the controversial multi-purpose Polavaram irrigation project on river Godavari by Andhra Pradesh.

A bench headed by Justice Mukundakam Sharma directed former Central Water Commission (CWC) member M Gopalakrishnan to inspect the project along with the present CWC members and submit a separate reports to it by July 19, which is the next date of hearing.

The Bench, however, refused to entertain the plea of the Orissa government’s senior counsel Raju Ramachandran to stop the work by saying that “it will be difficult for us to stay the construction at this stage”.

It further observed that the project can be demolished later if it was found to be built in violation of environmental norms. (మరింత…)

Admitting that the present system of preparing environmental assessment report is flawed, Environment and Forest Minister Jairam Ramesh today said the Ministry would now seek third-party opinion to evaluate the projects.

He also informed that the Ministry would soon map the wetland areas in the country to formulate a better definition of the same.

The Minister said the present system of preparing environmental assessment report is flawed and the Ministry itself would take third party opinion on environment in projects like coal, power and construction of ports.

“We have done the satellite mapping of all wet lands in the country. We have wetland atlas of every state which will be released by month-end. So far we did not follow scientific approach of wetland management as in revenue record, wet land is recorded as waste land. All these are legacies of the past. We will clean up the system,” the Minister told reporters on the sidelines of Green Landscape Summit-2011 organised by CII.

He also ridiculed the present system of preparing the environmental assessment report by the company itself which is proposing to set up a project.

“Environmental impact assessment report is bit of joke. I admit it publicly. In our system the person who is putting up the project will be preparing the assessment report. I have been very concerned about this. Supreme Court has also expressed its concern,” Ramesh said. (మరింత…)

RAIPUR, 16 March: Following strong objections realised against a planned Polavaram irrigation project by neighbouring Andhra Pradesh on the Godavari, Chhattisgarh today confirmed that the Centre has asked it to hold a public hearing on the issue.

Ramesh wants Polavaram Dam height reduced

Four months after issuing a notice to Andhra Pradesh government on south India’s biggest dam project, Polavaram, Environment Minister Jairam Ramesh wants to reduce the dam’s height to end confrontation between Andhra and its two neighbouring states – Orissa and Chhattisgarh. The state Government has decided to retain the 150-ft height for the dam of the Polavaram project, which many believe can lead to submergence of villages in naxal struck Malkangiri in Orissa and Dantewada in Chhattisgarh and provide ammunition to naxals.

The decision taken on recommendation of a nine-member committee by Preetam Singh, former Chairman of the Central Water Commission (CWC), has irked the two state governments, who alleged they were not consulted before deciding to increase the height by about 60 meters.

Chhattisgarh Chief Minister Raman Singh in a letter to Ramesh had complained that increasing the height would lead to huge submergence of land area in Dantewada as compared to environment clearance condition that only four villages will be affected. (మరింత…)

SC grants “last opportunity” to Centre on Polavaram row

New Delhi, Nov 18 (PTI) The Supreme Court today granted “last opportunity” to the Centre to file within three weeks its response on Orissa’s plea for quashing clearance granted by Environment Ministry to the controversial Polavaram project in Andhra Pradesh, which it fears would inundate several parts of the state.

A bench of Justices Mukundakam Sharma and A R Dave while passing the order also posted after 8 weeks hearing of the main suit filed by Orissa in 2007 challenging the construction of the project also known as Indira Sagar, which the Centre has agreed to treat as a national project.

The apex court gave the “last opportunity” as it was irked by the Centre”s failure to file the response despite its earlier directive on October 4.

It also asked the Andhra Pradesh Government to file its response within three weeks and allowed Maharashtra to file its impleadment application on the issue as the project had a bearing on the State’s interest too. (మరింత…)
