Hyderabad will not be UT, there is no Rayala Telangana either

The Union Cabinet on Friday cleared the Bill for creation of Telangana, paving the way for its introduction in Parliament on February 11 or 12.

The key demands of Seemandhra leaders that Hyderabad be made a Union Territory and that Rayala Telangana be created were rejected, putting a question mark on the fate of the Bill in Parliament.
While the Bill as sent by the Andhra Pradesh Assembly would be commended to Parliament for consideration and passage, the government would move 32 official amendments, amplifying some administrative aspects on the bifurcation of the State.

The Bill will be tabled along with a summary of 30-odd pages on the proceedings in the Andhra Pradesh Assembly and Council, and a number of amendments proposed by the State legislators.

With the Cabinet’s clearance, UPA managers are now faced with the challenge of getting Congress MPs from Seemandhra on board. As things stand, there is little chance that they will cooperate in its passage. The determination of Seemandhra MPs to stall the move was evident as Parliament was paralysed for the third consecutive day on Friday.

A senior Minister told The Hindu, “In effect, no big changes were made to the original Bill. One of the amendments proposed is to include the villages that would be submerged on account of the Polavaram project in Seemandhra.” (మరింత…)

TRS drums up support for Telangana Bill ahead of Parl session
PTI, New Delhi February 2, 2014

With the Telangana Bill expected to come up in Parliament during the session beginning February 5, TRS chief K Chandrasekhar Rao today held a series of meetings with leaders of regional parties to garner support for the bill.

Rao called on RJD leader Lalu Prasad Yadav and LJP chief Ram Vilas Paswan here. Later in the evening, he is expected to meet JD(U) president Sharad Yadav at the latter’s residence.

According to Telangana Rashtra Samithi (TRS) sources, Lalu Prasad had responded positively to their appeal. (మరింత…)

Telangana Bill with suggested changes to reach MHA today

As many as 50 copies of Telangana Bill with 9,000-odd amendments/ suggestions will be submitted to Union Home Secretary.

The AP Reorganisation Bill, 2013 will reach New Delhi Monday in two batches. Officials will leave with the first batch of the document at 6 am, and the second batch will leave by the 9:45 am flight.

As many as 50 copies of the Telangana Bill with 9,000-odd amendments/ suggestions submitted by MLAs attached, and weighing 300 kg, will be submitted to Union Home Secretary by Monday afternoon. The Union Home Ministry will forward it to the President.

Racing against time, 30 officials drawn from General Administration and other departments led by Chief Secretary P K Mohanty worked overtime and, assisted by 60 Telugu-to-English translators, prepared the copies to be sent to the President. (మరింత…)

Parliament may take up Telangana Bill in February

NEW DELHI: Union home minister Sushilkumar Shinde on Friday said the Centre would introduce the Telangana Bill before the Parliament when the state assembly returns it to the President. He indicated it could happen during the next Parliament session in February.

“President Pranab Mukherjee has given time until January 23 to return the Bill. While sending the Bill, the President has also directed the state assembly to express its opinion on the Bill,” he said at his monthly press briefing.

Separately, Congress’s Andhra Pradesh in charge Digvijay Singh clarified he had never said there would be no voting on the Andhra Pradesh Reorganization Bill -2013. (మరింత…)

Telangana Congress, TRS MLAs Suggest Amendments to Telangana Bill

With the deadline for written submissions on AP Reorganisation Bill-2013 ending at 1 pm on Friday, several MLAs from Telangana on Thursday handed over to speaker N Manohar their written pleas for amendments to the bill. While Congress MLAs suggested nine amendments, TRS members suggested ten. Following are the key amendments suggested by them:

COMMON CAPITAL: Parliament should make provision for keeping Hyderabad as common capital for a temporary period. TRS wants it not to exceed three years and Congress leaders want it not more than 10 years.

LAW & ORDER IN HYD: Clause 8 may be modified so that the governor shall be guided by the advice of the council of ministers of the state of Telangana. (మరింత…)

Telangana Bill: MIM asks for 31 changes

Hyderabad: The MIM has opposed making Hyderabad the common capital for 10 years, and handing over law and order duties to the Governor, among its 31 amendments to the T Bill.

The MIM wants Hyderabad to be interim capital for less than two years, and the area to be the 17-sq km Khairatabad mandal.

The MIM wanted the Old City tagged as backward and providing it a Rs 5,000-crore package. It wanted Urdu as the first official language along with Telugu in Telangana and second official language in AP. It wanted airports at Warangal, Nizamabad and Khammam. (మరింత…)

Raising MLA Seats to 153 Will Spell Doom for Telangana State

The Andhra Pradesh Reorganisation Bill-2013 fixes the Parliamentary constituencies for the successor states and Assembly constituencies for residuary Andhra Pradesh. Where the Telangana Assembly is concerned, there is unequal treatment. While Section 16 sets the total figure for Telangana Assembly constituencies at 119, Sections 17 and 18 of the Bill provide only for a “Provisional Telangana Legislative Assembly” consisting of the current 119 MLAs. It omits the list of the Assembly constituencies in the Second Schedule (Table A), to be filled later by the Election Commission. The Election Commission (advised by five local MLAs!!) will then restructure all Telangana Assembly constituencies before the election of a permanent Telangana Legislative Assembly.

This is a devious scheme of Shashidhar Reddy, who has organised a Telangana Congress group to increase the number of Assembly seats to 153; two more in each Parliamentary constituency. For the last 10 years, the Congressmen in the state have enjoyed power without responsibility for Telangana. Now, using Sonia Gandhi’s firm and unshakable support for Telangana statehood, some unemployed hopefuls and “late Latifs” want to jump on the Telangana bandwagon and get elected. Telangana power staff seek amendment to Bill

Hyderabad: The Telangana Electricity Employee JAC on Wednesday sought an amendment to the Telangana Bill to address the issues arising out of the proposed bifurcation in the power sector in Andhra Pradesh.

“The proposed bill does not have any provision for dissolution of the corporations. We have proposed an amendment to incorporate a provision for this and formation of separate corporations for successive states. Since almost all projects have legal issues, the involvement of two states and a single corporation will be difficult from an administrative point of view,” said K. Pandemonium prevailed in the Andhra Pradesh Legislative Assembly as no end appeared in sight to the ongoing impasse over the state bifurcation issue, leading to adjournment of proceedings twice this morning.

Unrelenting legislators of Telugu Desam and YSR Congress continued from where they left yesterday, storming the Speaker’s podium and preventing the House from transacting business.

The Telangana Rashtra Samiti MLAs too joined in, raising pro-Telangana slogans.

The Speaker reminded the agitating members of the decision taken at the Business Advisory Committee meeting yesterday and appealed them to let the debate on the draft AP Reorganisation Bill be taken up. (మరింత…)
