Krishna water: Telangana may seek a new tribunal

The new Telangana state can approach the Centre for another tribunal on Krishna river water sharing in future. As the Brijesh Kumar Tribunal on Krishna water dispute between Andhra Pradesh and Karnataka is about to give its verdict, Telangana, when it becomes a state, can seek another tribunal to decide its share of Krishna water with its neighbouring state of Andhra Pradesh, an official in the irrigation department has said.

For the convenience of the Group of Ministers (GoM), which held its second meeting in Delhi on Saturday, the state irrigation department sent a detailed report on the status of irrigation projects and water sharing on Saturday. Though the report was prepared on Friday, top officials of the department made minor changes in it and sent it on Saturday for perusal by the GoM.

According to sources in the department, the report was sent on project-wise allocations and district-wise allotment. The Bachawat Committee allocated water for the United AP and it would not allocate water on regional basis, an official said.

The officials said that if both Telangana and Andhra Pradesh fought over sharing of water, they should approach the Centre, which would constitute a tribunal in future. As the water in Godavari, Krishna and Penna basins were allocated on project-wise basis, there would be no major changes after division. However, if there was any dispute in sharing flood waters or surplus waters, AP and Telangana should approach the Centre. “Water is a state subject. The Centre will not interfere in it. If there is any inter-state dispute then the Centre will intervene and constitute a tribunal,” an official explained.

However, the Brijesh Kumar Tribunal had already proposed constitution of a board to decide sharing of Krishna waters among the riparian states. The board will have jurisdiction right from its origin at Mahabaleswar in Maharashtra to the Prakasam barrage at Vijayawada. But it will have limited powers _ just fixing the share of the allocated water. In other words, it will just operate the gates at various projects. In case of a fresh dispute, a tribunal may be appointed in future.

Another official felt that like the Kaveri dispute between Tamil Nadu and Karnataka, there would be water disputes between Andhra Pradesh and Telangana. But some others see no problem since a board will be constituted on Krishna water irrespective of the division of the state as recommended by the Brijesh Kumar Tribunal. In case, Telangana government wanted more justice, it may ask for another tribunal, an official said.

Wrong. A tribunal can only adjudicate inter-state disputes. The water allocation is en bloc to various states.

Correct.

“But it will have limited powers _ just fixing the share of the allocated water”

Wrong. The board is only for implementation of the tribunal award. It can’t fix the water share.
