Polavaram: Transstroy complains against other bidders

Transstroy consortium, the L1 bidder for the Polavaram project has complained to the Engineer-in-Chief that two other bidders, Soma CGGC joint venture and Madhucon Sino Hydro, submitted work experience certificates pertaining to the same project, executed in China.
Transstroy, along with its Russian-based JV JSC UES, has been under scanner of the high power committee over allegations that its work experience certificates were not authenticated by the competent authorities for the projects executed by them in Russia.
However, Transstroy disputed the allegation and showed again its work experience for the projects executed in Russia. It also submitted a certificate issued by a Russian government undertaking.
Transstroy said it had verified the work experience certificates uploaded by both the Soma and Madhucon companies in the e-procurement. It stumbled on the fact that both the companies submitted documents under the same agreement number dated April 26, 2003 for the same project, the letter to the Engineer-in-Chief said on Thursday.
A Transstroy representative said they had submitted proof of this to the Engineer-in-Chief and the high power committee.
“It is surprising that both the companies executed the Longtan Hydro Power Project – China under the same agreement number and date, same cost of project and scope of work.
The high power committee which was scheduled to review the tender process in view of the allegations against Transstroy on Wednesday could not meet because of the President’s visit and postponed the meeting.
